Bike Rack Hitch Swing

What is the max Receiver hitch size for 2004 Toyota Matrix? Not towing just for bike rack with swing feature?

For a small car like that, all you will be able to find is a light-weight hitch, with a 1 1/4″ receiver.
You can go to anyplace that sells and installs hitches, such as U-Haul and purchase an adapter to a 2″ receiver.
This will allow you to mount most hitch mount bicycle carriers.
I use this method to mount a Yakima carrier on my Saturn. Without the adapter I can use it on pickup or RV. Works great and less drag and noise than a roof mounted carrier.
