How do some people have the distributors to the motorcycle road test?

I read about at least 2 people who have written about road testing of their motorcycles personal web pages, which say that the test bike was supplied by a dealer. While it is understandable that a distributor or manufacturer can offer a bike for reporters of a well-established bike review magazine, how individuals obtain concessions for the road test their bikes? Why would any dealer who they use their motorcycles for the private road testing individuals who are not affiliated with a magazine or a professional rider without having to buy the bike? This seems strange, because I wonder what the dealers have to gain by letting someone have your own vehicle to put a comment on his personal website, taking into account the obvious liabilities that are involved with motorcycles in general.

I first thought about buying a scooter instead of a silver mc. but I learned that no dealer is going to allow someone who doesn't have the mc endorsement on his license to have an output bike for a ride, so when I bought my Sportster, I bought it untested. u have to be endorsed, and U must have a helmet when doing test runs. harley do that and so is independent kawa shop down the street from me.
